What does DeCA generate?
An electronic administrative control document for domestic road freight transport, with a PDF and an access QR code. The API lets you retrieve and correct documents.
Why is the control document compulsory?
The regulations require the parties involved in transport, the goods, the route and the vehicle to be identified so that each shipment can be checked. This obligation falls on the contractual shipper and the actual carrier. DeCA generates the document from the data your software already handles, retains it and makes it accessible through a QR code, automating that part of your workflow. Order FOM/2861/2012
When do I need an electronic control document?
From 5 October 2026, the control document must be digital for transport operations subject to this obligation. It is required for each shipment of domestic public road freight transport in Spain and must be ready before the service starts. Exceptions include transport that does not require administrative authorisation, removals, transport of damaged or broken-down vehicles on special vehicles, and certain parcel deliveries. You can choose any solution that meets the legal requirements; DeCA lets you integrate it into your system. Sustainable Mobility Act
Can I integrate it with my software?
Yes. The REST API has OpenAPI documentation and separate development and production environments. You can read the documentation without creating an account.
Who manages the infrastructure and maintenance?
SERTEC PESAGE manages the service infrastructure, data storage and protection, updates and maintenance. Your software sends an API request with the transport data and DeCA generates and retains the document, accessible through a QR code. Your integration focuses on sending data and using the generated document; we handle the service behind it.

How is the information protected?
Organisations' documents are stored encrypted. Sensitive operations require confirmation, and tokens have permissions and access restrictions. The public demo uses separate, temporary storage.
Is the demo legally valid?
No. Demo documents are clearly marked DEMO, expire and have no validity for real transport operations. Use fictitious data only.
